外國人“永居證”（又稱“五星卡”）是指在中國境內(nèi)取得永久居留資格的外國人在華居留的合法身份證件，可以單獨(dú)使用。獲得永居資格的外國人，憑有效護(hù)照和 “永居證”可不限次數(shù)出入中國國境。

The "PR Card" (i.e. the Five Star Card) is a valid ID certificate for a foreigner who has obtained permanent residence status in China and may be used independently. Foreigners who have obtained permanent residence card in China may enter and leave China with valid passport and the "PR Card".

根據(jù)《中華人民共和國出境入境管理法》，持“永居證”的外國人在酒店以外的其他住所居住或住宿的，應(yīng)當(dāng)在入住后24小時(shí)內(nèi)由本人或留宿人，向居住地的公安機(jī)關(guān)辦理住宿登記。

According to the "Exit and Entry Administration Law of the People's Republic of China", foreigners with a "PR Card" who reside or stay in a place other than a hotel shall register with the local public security organ in person or have themselves registered by the host within 24 hours of arrival.

根據(jù)《外國人在中國永久居留審批管理辦法》，被批準(zhǔn)在中國永久居留的外國人，每年在中國累計(jì)居留不得少于3個(gè)月。確因特殊原因不能滿足上述規(guī)定的，需經(jīng)主管公安局出入境機(jī)關(guān)批準(zhǔn)，但5年內(nèi)在中國累計(jì)居留不得少于1年，否則可以取消其在中國永久居留資格，同時(shí)收繳其所持“永居證”或者宣布作廢。

A foreigner who has been approved to reside permanently in China must stay in China for at least three cumulative months a year. If the foreigner fails to meet this minimum stay requirement due to special reasons, he/she shall obtain approval from the related Exit-Entry Administration Bureau of the Public Security Bureau. However, the cumulative period of his/her residence in China shall not be less than one cumulative year within five years. Otherwise, the Ministry of Public Security may cancel his/her permanent residence status and withdraw or revoke his/her "PR Card".

外國人使用“永居證”時(shí)需注意，取得證件后，應(yīng)當(dāng)立即注銷所持有效簽證證件；未申請(qǐng)取得“永居證”的外籍家屬，持私人事務(wù)居留許可的，應(yīng)當(dāng)于10日內(nèi)變更為團(tuán)聚居留許可。

The following matters are to be paid attention to when using the "PR Card": Foreigners should get their valid visas or residence permits canceled immediately after obtaining the "PR Card". Foreign relatives of permanent residents who don't apply for or obtain the "PR Card" and have residence permit of private matters should have their residence permit changed into the ones of reunion within 10 days. 

外國人“永居證”的有效期一般為10年（18歲以下為5年），應(yīng)當(dāng)在證件有效期滿前1個(gè)月以內(nèi)申請(qǐng)延期換發(fā)，證件損壞或者遺失的，應(yīng)當(dāng)及時(shí)申請(qǐng)換發(fā)或者補(bǔ)發(fā)。

The "PR Card" is generally valid for 10 years ( 5 years for those under 18 ). Foreigners holding the "PR Card" should apply for extension 1 month before expiration of the card. Foreigners should apply for renewal or reissuance of the "PR Card" in case of damage or loss of the card.
